tfm: build: Build TF-M with 1 thread on Windows
Don't build TF-M in parallel on Windows as it has been reported to expose dependency issues with the TF-M build system. These issues will be investigated at a later time. Signed-off-by: Sebastian Bøe <sebastian.boe@nordicsemi.no>
