arch/x86_64: cmake: Make libgcc detection optional
Host toolchains don't tend to provide an x32 libgcc. But we don't actually need one for existing code. This is fragile, but better to work for all but obscure cases than break outright. Signed-off-by: Andy Ross <andrew.j.ross@intel.com>
