misc: remove MAINTAINERS file
Remove MAINTAINERS in favor of CODEOWNERS file which is supported by github. Also remove scripts using this file and change checkpatch to reference CODEOWNERS instead. Signed-off-by: Anas Nashif <anas.nashif@intel.com>
