arch: common: refactor multi-level IRQ code
Refactor multi-level IRQ related code from `sw_isr_common.c` to `multilevel_irq.c` to simplify `sw_isr_common` & macrologies. Signed-off-by: Yong Cong Sin <ycsin@meta.com>
