interrupt_controller: remove CONFIG_DW_ICTL_OFFSET

Browse source 
This kconfig is only used for one board and is simply an alias
to another kconfig. So remove CONFIG_DW_ICTL_OFFSET and apply
the value directly to the other kconfig.
