Fixes: #71384
A VERSION file placed in `/` or `<drive>:\` was accidentally being
picked up during `find_package(Zephyr)`.
This happened because Zephyr loads the VERSION file to determine if it
is the correct Zephyr to use.
During initial phase of find_package(), then APPLICATION_SOURCE_DIR is
not defined, causing one version file to be picked up from `/VERSION`
instead of `<app>/VERSION`. `/VERSION` is outside any Zephyr repo, west
workspace, or the application itself and therefore should not be picked
up accidentally.
Fix this be checking that APPLICATION_SOURCE_DIR is defined, and only
when defined, look for a VERSION file there.

This commit introduces <type>_VERSION_TWEAK_STRING which includes
the tweak field in the string, but without the extra version.
This format is used by MCUboot / imgtool, and thus makes it easier to
align code to the format used by MCUboot.
This commit also introduces <type>_VERSION_EXTENDED_STRING which
includes the tweak field in the string in addition to the extra version
field.
The new defines / variables is available in code, CMake, and Kconfig,
and it defined for KERNEL, APP, and custom types, such as MCUBOOT.

Since v3.13, CMake has supported math(... OUTPUT_FORMAT <format>), which
will perform the same functionality as to_hex().

Generalize the VERSION and version.h generation so that the same
infrastructure can be reused for generating other version related
header files, such as an application version header.

Changes to the Zephyr VERSION file is not picked up by CMake and thus
not picked up by Kconfig which may rely on the KERNELVERSION setting.
Fix this by setting CMAKE_CONFIGURE_DEPENDS on the Zephyr VERSION file.

Create a cmake/modules folder containing all Zephyr CMake modules.
All Zephyr cmake files that are included from boilerplate are now
converted into CMake modules which can be individually loaded.
The Zephyr CMake package is updated to support loading of individual
CMake modules using the COMPONENTS argument to `find_package(Zephyr)`.
If the COMPONENTS argument is not specified, the default Zephyr build
system will load.
If COMPONENTS is specified then, only those components and the
dependencies will be loaded.
If a Zephyr CMake module depends on another CMake module which has not
been loaded, it will automatically be loaded.
This allows us to modularize and reuse individual parts of the Zephyr
CMake build system in a more flexible way in future.
Such usage could be:
- Higher livel multi image build system
- Invocation of individual components, for example dts processing by
twister without loading all build code
- Doc build
- Unittesting
With this new CMake package and CMake module scheme then direct
sourcing of boilerplate.cmake has been deprecated.
