rand32.h does not make much sense, since the random subsystem
provides more APIs than just getting a random 32 bits value.
Rename it to random.h and get consistently with other
subsystems.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

struct, to prevent compiler warnings about unaligned access.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20

The network tests were expecting that network interfaces
are in certain order. As we cannot guarantee that, refactor
the tests like this:
* if test is using DUMMY L2 driver, then disable Ethernet L2
and fetch only DUMMY L2 instead of default interface
* if test is using Ethernet L2 driver, then make sure that the
test is using the Ethernet interface specified in the test
instead of the one provided by the DUT

Now that device_api attribute is unmodified at runtime, as well as all

Unit tests were failing to build because random header was included by
kernel_includes.h. The problem is that rand32.h includes a generated
file that is either not generated or not included when building unit
tests. Also, it is better to limit the scope of this file to where it is
used.

The net_context API will change, the s32_t timeout parameter
will be changed to k_timeout_t. All the Zephyr users of this API will
be changed in subsequent commits. This is internal Zephyr API only,
so the API is not deprecated etc.

Using find_package to locate Zephyr.
Old behavior was to use $ENV{ZEPHYR_BASE} for inclusion of boiler plate
code.
Whenever an automatic run of CMake happend by the build system / IDE
then it was required that ZEPHYR_BASE was defined.
Using ZEPHYR_BASE only to locate the Zephyr package allows CMake to
cache the base variable and thus allowing subsequent invocation even
if ZEPHYR_BASE is not set in the environment.
It also removes the risk of strange build results if a user switchs
between different Zephyr based project folders and forgetting to reset
ZEPHYR_BASE before running ninja / make.

By changing the various *NET_DEVICE* macros. It is up to the device
drivers to either set a proper PM function or, if not supported or PM
disabled, to use device_pm_control_nop relevantly.
All existing macro calls are updated. Since no PM support was added so
far, device_pm_control_nop is used as the default everywhere.

An issue was seen after changes introduced in #17933.
The net_context callback was run after we checked that it
was run ok. This test failed of course in that case. Simple
solution is to k_yield() which will make sure that the
callback gets called before we continue. This works for this
test as our threads have suitably selected priorities.
There is also no need to use K_NO_WAIT here so replacing the
timeout with K_FOREVER.

move misc/printk.h to sys/printk.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Update the files which contain no license information with the
'Apache-2.0' SPDX license identifier. Many source files in the tree are
missing licensing information, which makes it harder for compliance
tools to determine the correct license.
By default all files without license information are under the default
license of Zephyr, which is Apache version 2.

The packet can be referenced somewhere else and letting the newly added
L2 header will generate corrupt packet. If the same packet is being
resent, ethernet will add again its L2 header. Thus the need to remove
such L2 header every time a packet has been sent, successfully or not.

The test had hard coded address family with value 4. This test
was failing as we have now AF_CAN family with value 4. Use 99
as an invalid address family value instead.

If status is 0, both ip_hdr and proto_hdr will own a pointer to the
relevant IP and Protocol headers. In order to know which of ipv4/ipv6
and udp/tcp one will need to use respectively net_pkt_family(pkt) and
net_context_get_ip_proto(context).
Having access to those headers directly, many callbacks will not need
to parse the packet again no get the src/dst addresses or the src/dst
ports. This will be change after this commit.

There was a false timeout error because we did not check the
return value correctly. This issue is seen now because code
flow in core IP stack is happening in different order than
before.

The unit test gives net_context_get() an invalid protocol family
value which triggers an assert in net_context.c:160
This assert fails the test when it should not as we properly
check the return value. Fix this by disabling asserts for this
test.

Remove network specific default and max log level setting
and start to use the zephyr logging values for those.
Remove LOG_MODULE_REGISTER() from net_core.h and place the
calls into .c files. This is done in order to avoid weird
compiler errors in some cases and to make the code look similar
as other subsystems.

When using an IDE (e.g. Eclipse, Qt Creator), the project name gets
displayed. This greatly simplifies the navigation between projects when
having many of them open at the same time. Naming every project "NONE"
defeats this functionality.
This patch tries to use sensible project names while not duplicating
too much of what is already represented in the path. This is done by
using the name of the directory the relevant CMakeLists.txt file is
stored in. To ensure unique project names in the samples (and again, in
the tests folder) folder, small manual adjustments have been done.

Prepend the text 'cmake_minimum_required(VERSION 3.8.2)' into the
application and test build scripts.
Modern versions of CMake will spam users with a deprecation warning
when the toplevel CMakeLists.txt does not specify a CMake
version. This is documented in bug #8355.
To resolve this we include a cmake_minimum_required() line into the
toplevel build scripts. Additionally, cmake_minimum_required is
invoked from within boilerplate.cmake. The highest version will be
enforced.
This patch allows us to afterwards change CMake policy CMP000 from OLD
to NEW which in turn finally rids us of the verbose warning.
The extra boilerplate is considered more acceptable than the verbosity
of the CMP0000 policy.
