Now that we generate a header that extern's all possible devicetree
based device struct we can remove DEVICE_DT_DECLARE and
DEVICE_DT_INST_DECLARE as they aren't needed anymore.

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.
A coccinelle rule is used for this:

The wdt CLEAR register is a write synchronized register.
To avoid bus stall, check the status of SYNCBUSY before
accessing the register.
Use SYNCBUSY register for SAM E.
If the wdt is syncing, return -EAGAIN to avoid bus stall.

The recent change in 2.2.0 that disables the watchdog
on boot introduced a hard fault when a log message
is generated too early before even the RTC is
initialized.
This commit removes the log message.

The watchdog peripheral on SAME5x/SAMD5x MCUs is very simmilar
to the one found on the SAMD2x parts with only a few register
names changed.

move watchdog.h to drivers/watchdog.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

The upper limit of the timeout should not be 0.
tests/drivers/watchdog/wdt_basic_api checks for this and fails as the
driver currently only checks that the timout does not exceed the upper
bound.
This also makes it check the lower bound, so that the test passes.

These changes were obtained by running a script created by
Ulf Magnusson <Ulf.Magnusson@nordicsemi.no> for the following
specification:
1. Read the contents of all dts_fixup.h files in Zephyr
2. Check the left-hand side of the #define macros (i.e. the X in
#define X Y)
3. Check if that name is also the name of a Kconfig option
3.a If it is, then do nothing
3.b If it is not, then replace CONFIG_ with DT_ or add DT_ if it
has neither of these two prefixes
4. Replace the use of the changed #define in the code itself
(.c, .h, .ld)
Additionally, some tweaks had to be added to this script to catch some
of the macros used in the code in a parameterized form, e.g.:
- CONFIG_GPIO_STM32_GPIO##__SUFFIX##_BASE_ADDRESS
- CONFIG_UART_##idx##_TX_PIN
- I2C_SBCON_##_num##_BASE_ADDR
and to prevent adding DT_ prefix to the following symbols:
- FLASH_START
- FLASH_SIZE
- SRAM_START
- SRAM_SIZE
- _ROM_ADDR
- _ROM_SIZE
- _RAM_ADDR
- _RAM_SIZE
which are surprisingly also defined in some dts_fixup.h files.
Finally, some manual corrections had to be done as well:
- name##_IRQ -> DT_##name##_IRQ in uart_stm32.c

Each driver seemed to use their own Kconfig option to set the name for
their drivers. This makes writing example/test code difficult as each
one of them will have to special case for each of the supported
platforms.
Use a consistent CONFIG_WDT_0_NAME option in all drivers.

New API enables setting watchdog timeout in the unit of microseconds.
It is possible to configure watchdog timer behavior in CPU sleep state
as well as when it is halted by the debugger.
It supports watchdogs with multiple reload channels.
