In order to bring consistency in-tree, migrate all drivers to the new
prefix <zephyr/...>. Note that the conversion has been scripted, refer
to #45388 for more details.

Refactors all of the clock control drivers to use a shared driver class
initialization priority configuration,
CONFIG_CLOCK_CONTROL_INIT_PRIORITY, to allow configuring clock control
drivers separately from other devices. This is similar to other driver
classes like I2C and SPI.
Most drivers previously used CONFIG_KERNEL_INIT_PRIORITY_OBJECTS or
CONFIG_KERNEL_INIT_PRIORITY_DEVICE, therefore the default for this new
option is the lower of the two, which means earlier initialization.
The even lower defaults for STM32 and Arm Beetle are preserved by
SoC-family level overrides.

Convert driver(s) to DEVICE_DEFINE instead of DEVICE_AND_API_INIT
so we can deprecate DEVICE_AND_API_INIT in the future.

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.
A coccinelle rule is used for this:

The build infrastructure should not be adding the drivers subdirectory
to the include path. Fix the legacy uses that depended on that
addition.

The clock control initialization code used system clock
frequency as a CPU clock frequency. This commit corrects
that by obtaining the needed value from DTS.

create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Replace the existing Apache 2.0 boilerplate header with an SPDX tag
throughout the zephyr code tree. This patch was generated via a
script run over the master branch.
Also updated doc/porting/application.rst that had a dependency on
line numbers in a literal include.
Manually updated subsys/logging/sys_log.c that had a malformed
header in the original file. Also cleanup several cases that already
had a SPDX tag and we either got a duplicate or missed updating.

This patch adds the clock_control implementation for the ARM LTD
Beetle platform.
The main features enabled are:
* Clock on and off in ACTIVE, SLEEP and DEEPSLEEP mode.
* PLL support (freq: 12, 36, 48 Mhz).
The integration with the existing drivers will be done in future
patches.
