The Kconfig IEEE802154_NRF5_MULTIPLE_CCA option is added.
The new functions `z_ieee802154_nrf5_extra_cca_attempts_set` and
`z_ieee802154_nrf5_extra_cca_attempts_get` are added.
The ieee802154_nrf5.c is updated allowing to pass extra cca attempts
to nRF 802.15.4 Radio Driver.

Use Devicetree to describe the radio and IEEE 802.15.4. This allows to
remove usage of IEEE802154_NRF5_DRV_NAME in preparation for the
removal of NET_CONFIG_IEEE802154_DEV_NAME.
All SoC files have been updated with the addition of an ieee802154 node
(disabled and only on those SoCs that define ieee802154-supported. The
peripheral has been enabled in the nRF52840DK board (used for testing
ieee802154).

Some failures are possible and expected from fime to time e.g.
NRF_802154_RX_ERROR_TIMESLOT_ENDED. Add informational log for the frame
reception failure to differentiate the specific case.
It can be helpful for analizing failure in network trafic.

Currently IEEE802154_NRF5_DELAY_TRX_ACC can exceed the max possible
value. Add upper bound to limit this.

Align clock accuracy used in CSL calculations to the value in platform.
This is recomended setting for devices working in wide range
temperature. Nevertheless it can be profiled in end product to decrease
CSL window duration and finally the power consumption.

According to Kconfig guidelines, boolean prompts must not start with
"Enable...". The following command has been used to automate the changes
in this patch:

Some 802.15.4 L2 implementations expect that FCS length is included in
the overall packet length while others not. Allow to configure this
behavior, based on the selected upper layer.

Add support for transmission modes that send a packet
at a specific time in the future.
Remove TXTIME, TXTIME_CCA, CSMA_CA capabilities and their calls when
they are not supported by selected drivers. Add TXTIME flag in
get_capabilites function.

MPSL is a library that provides external radio IRQ source for the
802.15.4 driver. If this library is in use, the driver shall not
configure the radio IRQ.

So far, nRF 802.15.4 radio driver build was dependent on the 802.15.4
subsystem in Zephyr. While this was a reasonable approach for samples,
it prevented the radio driver from being built as a standalone entity,
which could be useful in some applications (e. g. running core nRF
802.15.4 radio driver tests with Zephyr).
Resolve this, by providing a separate set of Kconfigs for the radio
driver, therefore allowing to build it as a separate entity. The 802154
subsystem simply enables the radio driver module in this case.

Add a hidden Kconfig option indicating that a given SoC is equipped
with the IEEE 802.15.4 capable radio so that the corresponding driver
configuration can depend on it.

Bool symbols implicitly default to 'n'.
A 'default n' can make sense e.g. in a Kconfig.defconfig file, if you
want to override a 'default y' on the base definition of the symbol. It
isn't used like that on any of these symbols though, and is
inconsistent.
This will make the auto-generated Kconfig documentation have "No
defaults. Implicitly defaults to n." as well, which is clearer than
'default n if ...'

- Create a generic IEEE 802.15.4 raw mode for drivers
- Modify the IEEE 802.15.4 drivers so it passes the packet unmodified,
up to code using that mode to apply the necessary changes on the

This commit adds a driver for nRF5 802.15.4 radio. This driver
is a wrapper for the driver provided by ext/hal/nordic/drivers.
