The PM callback is no longer referenced as "pm_control" but
"pm_action_cb", so reflect this new naming on the callbacks.

Refactors all of the serial drivers to use a shared driver class
initialization priority configuration, CONFIG_SERIAL_INIT_PRIORITY, to
allow configuring serial drivers separately from other devices. This is
similar to other driver classes like I2C and SPI.
The default is set to CONFIG_KERNEL_INIT_PRIORITY_DEVICE to preserve the
existing default initialization priority for most drivers. The one
exception is uart_lpc11u6x.c which previously used
CONFIG_KERNEL_INIT_PRIORITY_OBJECTS.
This change was motivated by an issue on the frdm_k64f board where the
serial driver was incorrectly initialized before the clock control
driver.

Instead of passing target states, use actions for device PM control.
Actions represent better the meaning of the callback argument.
Furthermore, they are more future proof as they can be suitable for
other PM actions that have no direct mapping to a state. If we compare
with Linux, we could have a multi-stage suspend/resume. Such scenario
would not have a good mapping when using target states.

- Remove redundant "noop style" functions.
- Use switch everywhere to handle requested state (not necessary in all
drivers, but better take off with consistency in place after current

The device PM control function will only be called if the requested
state is different from the current one. A significant amount of drivers
were checking for state changes, now unnecessary. This patch removes all
this redundant logic.

The device PM subsystem already holds the device state, so there is no
need to keep duplicates inside the device. The pm_device_state_get has
been refactored to just return the device state. Note that this is still
not safe, but the same applied to the previous implementation. This
problem will be addressed later.

The following device busy APIs:
- device_busy_set()
- device_busy_clear()
- device_busy_check()
- device_any_busy_check()
were used for device PM, so they have been moved to the pm subsystem.
This means they are now prefixed with `pm_` and are defined in
`pm/device.h`.
If device PM is not enabled dummy functions are now provided that do
nothing or return `-ENOSYS`, meaning that the functionality is not
available.

Move all PM_DEVICE_STATE_* definitions to an enum. The
PM_DEVICE_STATE_SET and PM_DEVICE_STATE_GET definitions have been kept
out of the enum since they do not represent any state. However, their
name has not been changed since they will be removed soon.
All drivers and tests have been adjusted accordingly.

This kconfig option enables runtime configuration of UART
controllers. This allows application to call uart_configure()
to configure the UART controllers and calling uart_config_get()
to retrieve configuration. If this is disabled, UART controllers
rely on UART driver's initialization function to properly
configure the controller. The main use of this option is mainly
code size reduction.

For drivers that support CONFIG_DEVICE_POWER_MANAGEMENT there are some
cases that look like:

There is no need to special case this as the pm_control_fn argument to
DEVICE_DEFINE will just be ignored in the
!CONFIG_DEVICE_POWER_MANAGEMENT case. So we can cleanup the code a
little and remove the #else cases for the drivers that do this.

There does not seem to be a simple way to express the fact that UART1
can be initialized later at the POST_KERNEL level. The existing code
is wrong in the sense that it always initializes DT instance 1 later,
instead of doing it for UART1 (which may not be instance 1).
In addition, UART instances on other platforms are
also initialized at the PRE_KERNEL_1 level regardless of the instance
index, so let's do the same on this platform for consistency.

The power configuration is dependent on which UART is physically used.
In order to allow DT_INST_FOREACH_STATUS_OKAY() to iterate through
instances without the assumption that index 0 corresponds to UART0
(which would be incorrect in the case when only UART1 is enabled),
we need to check the base address to identify which UART is being dealt
with.

Usually, we want to operate only on "available" device
nodes ("available" means "status is okay and a matching binding is
found"), but that's not true in all cases.
Sometimes we want to operate on special nodes without matching
bindings, such as those describing memory.
To handle the distinction, change various additional devicetree APIs
making it clear that they operate only on available device nodes,
adjusting gen_defines and devicetree.h implementation details
accordingly:
- emit macros for all existing nodes in gen_defines.py, regardless
of status or matching binding
- rename DT_NUM_INST to DT_NUM_INST_STATUS_OKAY
- rename DT_NODE_HAS_COMPAT to DT_NODE_HAS_COMPAT_STATUS_OKAY
- rename DT_INST_FOREACH to DT_INST_FOREACH_STATUS_OKAY
- rename DT_ANY_INST_ON_BUS to DT_ANY_INST_ON_BUS_STATUS_OKAY
- rewrite DT_HAS_NODE_STATUS_OKAY in terms of a new DT_NODE_HAS_STATUS
- resurrect DT_HAS_NODE in the form of DT_NODE_EXISTS
- remove DT_COMPAT_ON_BUS as a public API
- use the new default_prop_types edtlib parameter

Remove semicolon between instance invocations of DT_FOREACH_IMPL_ and
thus DT_INST_FOREACH. This provides more flexibility to the user. This
requires we fixup in tree users to add semicolon where needed.

The uart_cc13xx_cc26xx driver used system clock frequency
as a base for baudrate calculation. This commit corrects
that by obtaining the needed value from DTS.

Add initial support for the TI CC13x2 / CC26x2 series with the CC2652R
and CC1352R SoCs. The UART and GPIO peripherals are supported. Drivers
use the driverlib HAL from the TI CC13x2 / CC26x2 SDK.
