Remove all usage of CONFIG_ZTEST_NEW_API from tests and sample as this
is now enabled by default.

kernel/timeout: Introduce comparison for timepoint values

Introduce new API to compare two timepoint values to
find the one that is going to expire sooner, or is already
expired.
