In order to save memory, a single multicast routing entry now
contains configurable number of network interfaces.

This is not used by anyone, and is unlikely to be useful actually.
Helps to save 4 bytes for each instance of struct net_nbr also (removing
a 2 bytes attributes, which was anyway generating a 4bytes loss due to
structure misalignment).
Removing relevant useless functions related to it as well.

In order to bring consistency in-tree, migrate all subsystems code to
the new prefix <zephyr/...>. Note that the conversion has been scripted,
refer to zephyrproject-rtos#45388 for more details.

Implement a concept of Route Preference, as specified in RFC 4191. The
Zephyr host will prefer routes with higher preference, if they lead to
the same prefix through different neighbours.

Add support for route lifetime, as defined in RFC 4191. The existing
route adding logic remains the same, if not specified, lifetime is set
to infinite. For routes added with Route Info option from ICMPv6 RA
message, set the expiration timer, according to the route lifetime value
received.

net: route: Add prefix-based ipv6 multicast forwarding
This adds/reenables the feature of multicast routing/forwarding.
The forwarding decision is based on the added multicast routes
and the new network interface flag:
NET_IF_FORWARD_MULTICASTS.

If no other route is found, the network interface prefixes are
evaluated. If a matching interface is found, the packet is sent out on
this interface.

Allow user to disable native IP stack and use offloaded IP
stack instead. It is also possible to enable both at the same
time if needed.

move misc/slist.h to sys/slist.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

- net_pkt becomes a stand-alone structure with network packet meta
information.
- network packet data is still managed through net_buf, mostly named
'frag'.
- net_pkt memory management is done through k_mem_slab
- function got introduced or relevantly renamed to target eithe net_pkt
or net_buf fragments.
- net_buf's sent_list ends up in net_pkt now, and thus helps to save
memory when TCP is enabled.

Search destination address in IPv6 neighbor table. If it doesn't
exist in IPv6 neighbor table then go for routing. Added sanitycheck
to verify destination ll address is not the source ll address of
original packet (that means we are re-routing back to original sender).

Instead of simply dropping the packet if the destination IPv6
address is not ours, try to figure out if there is a route
to real destination and then re-route the IPv6 packet there.

Replace the existing Apache 2.0 boilerplate header with an SPDX tag
throughout the zephyr code tree. This patch was generated via a
script run over the master branch.
Also updated doc/porting/application.rst that had a dependency on
line numbers in a literal include.
Manually updated subsys/logging/sys_log.c that had a malformed
header in the original file. Also cleanup several cases that already
had a SPDX tag and we either got a duplicate or missed updating.
