Drops calling the UART FIFO read function during the setup
function (when not in async mode) which could cause issues on
some devices since this function is not called in an ISR.

Modify the signature of the k_mem_slab_free() function with a new one,
replacing the old void **mem with void *mem as a parameter.
The following function:
void k_mem_slab_free(struct k_mem_slab *slab, void **mem);
has the wrong signature. mem is only used as a regular pointer, so there
is no need to use a double-pointer. The correct signature should be:
void k_mem_slab_free(struct k_mem_slab *slab, void *mem);
The issue with the current signature, although functional, is that it is
extremely confusing. I myself, a veteran Zephyr developer, was confused
by this parameter when looking at it recently.
All in-tree uses of the function have been adapted.

Fixes an issue with outgoing mcumgr frames that are larger than the
transport MTU size whereby they would wrongly be split up into multiple
frames with multiple start frame headers, which affected SMP over
console transports.

Remove CONFIG_UART_MCUMGR_ON_DEV_NAME and use
DEVICE_DT_GET(DT_CHOSEN(zephyr_uart_mcumgr)).
Add usb.overlay, which contains chosen node and cdc-acm-uart node,
to smp_svr sample.

Replace all calls to the assert macro that comes from libc by calls to
__ASSERT_NO_MSG(). This is usefull as the former might be different
depending on the libc used and the later can be customized to reduce
flash footprint.

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.

It was already using uart_irq_callback_user_data_set below, now it also
uses uart_irq_callback_user_data_t as callback type, so let's normalize
the callbacks.

to the include path. Fix the legacy uses that depended on that
addition.

move uart.h to drivers/uart.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
