Nikolay Agishev b898541809 ARC: Disable TLS for some configurations ... Disable Thread Local Storage for some configurations of ARC architecture. For cores with more then one RGF_NUM_BANKS the parameter is disabled by-default because banks syncronization requires significant time, and it slows down performance.
